Mayor Bill de Blasio is expected to announce the establishment of debtor's prisons to ease the plight of the elderly poor who, presently, must choose between paying parking fines in full, to avoid additional penalties, or buying food. Under the de Blasio "Jail the Elderly" fairness plan, poor people hit with parking tickets, will be able to work off their fines at $10 a day, fortified with three meals of gruel and water.
